What is the process for a bill becoming a law?

For a bill to become a law, it must pass both the House of Representatives and the Senate, and then be signed by the President. If the President vetoes the bill, it can still become law if both the House and the Senate vote to override the veto.

What happens if a bill is not signed by the President?

If the President does not sign the bill into law within ten days (not including Sundays), it will become law without the President’s signature. However, if Congress adjourns before the ten days are up, the bill will not become law.

What is a veto?

A veto is when the President refuses to sign a bill into law. Congress can override the veto with a two-thirds majority vote in both chambers.

What is a pocket veto?

A pocket veto is when the President does not sign the bill into law and Congress has adjourned or is about to adjourn. In this case, the bill cannot become a law.
